Domestic elites, especially populist leaders, can shape public views of international organizations (IOs) by framing them as illegitimate. Populist rhetoric often attacks IOs for weak representation, threats to popular sovereignty, elitism, detachment from local concerns, and one-size-fits-all solutions. The authors argue that such discursive delegitimation reduces public support for IOs. They test this claim with an original survey experiment in South Korea examining attitudes toward the UN Committee against Torture. Results show that exposure to populist delegitimating cues increases skepticism about IO performance and lowers willingness to follow IO recommendations. These effects appear across ideological groups, indicating broad influence.
