Fear & Loathing or Symbolic Framing? Context and Audience Selection in Duterte's Crime Rhetoric: Duterte's evocative utterances are largely symbolic illocutionary acts intended to draw public confidence toward the Philippine government’s controversial drug campaign. Employing quantitative textual approaches to analyze 845 speeches and public statements Duterte made between July 2016 and July 2020, we find that though the Philippine president's crime rhetoric is typically menacing, it conspicuously lacks concrete administrative guidance and policy commitments.
